Liaocheng HRDC enjoys ongoing, cordial and successful working relationships with over 1,000 major enterprises across China and abroad, outsourcing labour valued at over 5 billion yuan annually (~£500m sterling, approximately £10m/week), and has placed over 2,000 individuals into jobs in Japan, Korea, Singapore, Europe, the USA and elsewhere. The strength of this cumulated annual revenue, derived through the gainful work of former Luxi students and other placements, establishes Liaocheng indisputably at the forefront of quality career development and specialist employment brokerage.

Plaudits from Government and the Press

The efficiency and consistent high standing of Luxi IVSS have been vigorously endorsed by leading authorities in the State Council and Shandong Provincial Committee, in State Department internal audits and official reports, and through the Xinhua News Agency.

National, provincial and municipal newspapers and periodicals have each run features on the Centre’s labour-export and outsourcing achievements, with particularly frequent and positive references in the Xinhua News Agency to Luxi’s role as a catalyst in both rural and urban economies. Their profile on the Centre’s labour-export successes was headlined ‘Liaocheng workers are outstanding’, while Employment in China magazine hailed a ‘breakthrough in the [labour] bottleneck … in a highly competitive market situation, Luxi is freeing minds, opening up innovation, and creating its own first-class service brand by fostering best-practice development in the sector.’

The Luxi Centre has received formal recognition as an ‘Advanced Institution’ at national and provincial level for its achievements in labour assurance and export, for quality of service and for its outstanding role in change management for a rural workforce. It was also a featured destination in an Advanced Institutions’ Spring Festival (‘fresh beginnings’) itinerary.

In 2008 Luxi gained National Excellent Labour Brand accreditation, also becoming Shandong Province’s first honorary Labour Brand of Distinction, in recognition of its pre-eminent service achievements across the province’s entire business spectrum. It has also gained Institutional Integrity awards for corporate social responsibility, and is rated among Shandong’s top 100 outstanding companies for its positive policies on migrant worker development *.

* While many internationalist readers outside China will be well aware of her major ‘beacon’ cities such as Shanghai, it bears reminding that over 75% of this vast country’s population still lives rurally. Accordingly it is an acknowledged cornerstone of Luxi’s CSR to extend training and employment opportunities to country dwellers, affording them a valuable prospect of direct and active involvement in the more vibrant urban economy.
